If you listen to perpetually-excited media, air taxis will soon be shuttling people hither and yon in all the big cities of the globe. Executives and shoppers will be whisked around downtown skyscrapers silently, quietly, swiftly, and the cost will be modest. Do you buy all that? I’m not holding my breath.
Oh, these air taxi vehicles are coming. I don’t doubt that, if for no other reason than they are absorbing vast amounts of money as people bet on some grand future where infotech merges with aviation to make flying vastly better and easier. It’s a fantastic dream and when smart people powered by enough money work on something long enough… something often happens.
Fine. That’s the sales pitch and apparently it’s working because more than 350 companies around the globe have raised billions of dollars to pursue their dreams yet the first entries remain far from market.
Several people at the very pinnacle of FAA have departed the agency and are now working for air taxi developers (naturally, they are often called by some term other than the mundane “air taxi” label).

Streaking through the Sky — Speedy Risen Continues our Top-50 Aircraft Series
When this series started, Icon’s shapely A5 LSA seaplane topped the list. Handsome as it is and like most seaplanes, A5 is not particularly fast. The subject of this second in the series of 50 aircraft is Porto Aviation’s Risen. You might say it is on the other end of the speed spectrum Risen rips!
This one challenges all others in the speed contest for LSA (and later, mLSA).
Our #2 video on Videoman Dave’s immense library has garnered 700,000 views. That’s particularly satisfying as Dave was able to use footage from my first solo video effort.
I was at Aero Friendrichshafen 2015 when Risen made its debut. Videoman Dave was not able to attend that year but I hit it off with developer Alberto Porto and he consented to work with me. I was just learning how to shoot a video so for this one to go over well speaks loudly about how much pilots love Risen.
Invasion of the Part 103 Multicopters — Surveying 5 Entries, All “No Pilot License Required”
These new-millennia flying machines have inspired multiple names. While an eventual winner is determined, a common handle seems to be the rather awkward “eVTOL” — for electric vertical takeoff and landing. A range of abbreviations are also used: UAV, UAM, UAS, autonomous aircraft, and several others. I like multicopter — because all of them involved multiple propellers doing the lifting.
Most commonly, you hear “drone.”
Yet “drone” is further confusing because we haven’t separated crewed aircraft from uncrewed aircraft and this is a major distinction. FAA has also made this separation, so for this article, I will only speak of crewed aircraft, that is, a flying machine with a pilot using controls to direct its flight. In addition, I will also stick solely to single place aircraft that can theoretically qualify as a legitimate Part 103 ultralight vehicle.

While FAA Reworks Mosaic, Other Nations Are Moving Ahead — Is USA Falling Behind?
Capitalism and competition are one thing. Government policies and actions are quite another. You already know this.
Sometimes, however, these two seemingly-opposite concepts aren’t so different. What does this have to do with Light-Sport Aircraft?
American pilots, like aviators in other countries, must obey regulations in the nation where they operate their airplanes. Yet the same requirement is not necessarily true for those who produce the airplanes we enjoy. Producers, it turns out, have choices.
Under an arrangement called reciprocity, manufacturers in certain nations (Note 1; see at bottom) can meet their local regulations and FAA will then accept such aircraft without them going through the American certification system. What results is a form of competition between government regulatory agencies.
European builders may be early users and beneficiaries but American companies could use reciprocity as well.
Readers may remember that when Cessna was still promoting their ill-fated Skycatcher SLSA, they considered pursuing 1990’s-era Primary Category.
FAA’s Mosaic Rule — Delayed (a Year or More); Further Information about the New LSA Regulation
One of the most-read articles from my coverage of EAA AirVenture Oshkosh 2022 was the news that FAA missed their deadline as originally projected and will be a year or more late with the Mosaic rule. Many were upset at that result; others thought it was “par for the course.”
The good news, as I reported in the article, is that what emerges in one year will be a regulation that might actually go forward. Let me explain a little more fully.
During Oshkosh 2022, I attended three meetings where FAA spoke. I also had one-on-one discussions with several knowledgeable people. What follows is a fusion of all those conversations. While I believe this information to be accurate, the situation is changing and more questions will arise. Please consider this a snapshot in time.
The Main Question — As some commenters to the earlier article said, FAA did specify a date when the Mosaic NPRM may be released: “August 2023.” This came directly from David Boulter who was selected by the FAA Administrator to answer an audience question; the comment was made in a public forum.
Oshkosh 2022 – Day 2… Electric Helicopter from Composite FX is Lean, Green Machine
A year ago at Oshkosh, I became intrigued by the way Composite FX had developed the older Mosquito into their XE line; multiple models running from a legitimate Part 103 helicopter, their XEL model, to the turbine XET model. The company builds these handsome aircraft in Trenton, Florida after acquiring the design from Canadian John Uptigrove (see image of his original).
Vertical takeoff has a special appeal, even to those of us with little or no rotary experience. Setting aside the skills to fly such machines, the cost of a helicopter is usually so high that many don’t even consider it. Maybe they didn’t look far enough.
Composite FX and their $60,000 ready-to-fly XEL model (kit for $47,000) completely changes that thought experiment. Not only does this handsome aircraft perform impressively in experienced hands but many can afford it.
Yet this article is not about the product line the manufacturer is presently delivering.
Oshkosh 2022 – Day 1… FAA Mosaic Regulation Update; No NPRM Announcement; Changes Underway
Many of you have been asking about FAA and their Mosaic regulation. Let’s jump right into it.
Following is what I’ve learned even before the “Meet the Administrator” session that has become a staple of AirVenture thanks to excellent coordination by EAA’s professional advocacy staff.
That Administrator session is on Thursday. I will attend and perhaps learn more, but here is info direct from FAA contacts, speaking about actions that are already on the public record.
We will hear no Mosaic NPRM announcement at Oshkosh.
We may hear about work on the new regulation but the rule will not yet be published in the Federal Register as an NPRM or Notice of Proposed Rule Making.
As regular readers (or YouTube viewers) know, Mosaic is not being created solely for Light-Sport Aircraft. The coming rule encompasses warbirds, homebuilts, LSA, and Unmanned Air Systems (UAS). The latter includes all manner of electric and/or hybrid aircraft.
NEWS Update — Started at Sun ‘n Fun… Preparing for AirVenture Oshkosh 2022
My moment of truth is fast approaching. Will I succeed or fail to predict the future?
I have been repeating my forecast that FAA will announce a draft of their newest regulation, called an NPRM (Notice of Proposed Rule Making) at EAA’s big summer celebration of flight. I’m not betting the farm, though. I think it’s a fairly safe prediction.
To win an increase in their budget a few years back, FAA agreed to complete a new regulation by December 31, 2023. That new reg is widely known as Mosaic; its full name is Modernization of Special Airworthiness Certification. Because FAA has said the agency needs 16 months to read every comment and adjust the final regulation language accordingly, seeing the future is simple math. Go back in time 16 months from the end-of-year deadline in 2023 and you end up at… yep! — AirVenture Oshkosh 2022. We will see if they meet their goal.
Are We Current Sport Pilots and Our Aircraft an Endangered Species?
By my study and reports from several other organizations, the world has somewhere north of 1,000,000 pilots. That estimate includes all airline, military, GA, and recreational pilots even including hang glider and paraglider pilots and sky divers. One million, more or less.
Now, as anyone who has not been vacationing on Mars the last couple months probably knows, another new multicopter is captivating YouTube gazers.
Dubbed Jetson One after the famous TV cartoon from decades past, this small vehicle is certainly intriguing… even if you are one of many current-day pilots who dismiss these aircraft. The video below has been viewed more than 14 million times in three months!
Not only haven’t we seen the last of this, more likely this is just the beginning.

Recreational Multicopters
Look, this article is not about air taxis or so-called UAM vehicles (Urban Air Mobility, according to some who enjoy making up new names for these multi-motored flying contraptions).
A Multicopter for the Rest of Us? Part 103 eVTOL Hexa Is Preparing for a U.S. Tour
You can hardly follow any media without finding some article about the latest whizzbang electric propulsion multicopter project that “will transform urban transportation!” Or so they breathlessly exclaim.
Fine. I look forward to going from a downtown hotel to the airport in minutes versus slogging through ground traffic for an hour. Will these arrive in some near future? Maybe. Even if they do arrive sooner than later, would a pilot feel entirely comfortable flying in an autonomous, computer-controlled aircraft? Only you can answer that question.
You might get a chance sooner than you think.
Whatever you think right now, would you change your mind if you got to fly one of these machines, safely, of course?
Since autonomous operation is part of the plan, a current-day Lift Aircraft Hexa could take over any time and land safely on its own. Heck, my ancient (3-year-old) DJI drone can do that, with zero input from me.
